After about a month of troubleshooting, I decided to update my network card drivers on the new SQL cluster (Broadcom II). This fixed all the SQL “network-related” errors for me.</description>

Verify that the instance name is correct and that SQL Server is configured to allow remote connections. (provider: TCP Provider, error: 0 - No connection could be made because the target machine actively refused it.) (Microsoft SQL Server, Error: 10061)
